Introduction to General Product Safety Regulations (GPSR)
The General Product Safety Regulation (GPSR) is a new key tool in the EU product safety legal framework, starting from December 13, 2024. Replace the current General Product Safety Directive and Food Imitation Directive from 2009. It modernizes the EU's common product safety framework and responds to new challenges to product safety posed by economic digitalization.
The GPSR requires all consumer goods on the EU market to be safe and establishes specific obligations for companies to ensure product safety.
It applies to non-food products and all sales channels. GPSR provides a safety net for products or risks that are not regulated by other EU law. This safety net feature means EU consumers are always protected from dangerous products, now and in the future.
Specifically reflected in the following aspects:
Consider key elements in consumer product safety assessments, such as the evolutionary nature of the product or its interconnectedness;
Improve product safety conditions between online and offline sales;
Establish associated product safety requirements for online marketplaces to protect consumers from dangerous products sold through online marketplaces;
Expand obligations for all non-harmonized products imported into the EU to require economic operators responsible for product safety issues in the EU;
Provide national authorities with the necessary tools to strengthen their law enforcement powers;
Ensure effective product recalls by requiring direct contact with consumers and standardizing recall notices.
Differences between GPSR and GPSD

The GPSR (General Product Safety Regulation) is a further revision and improvement of the previous EU General Product Safety Directive (GPSD). Important adjustments have been made in terms of product compliance responsible persons, product labeling, supporting documents, communication channels, etc., and new compliance requirements have been added.

What are the key requirements for GPSR?

The General Product Safety Regulations (GPSR) are the latest product safety regulations in the EU, and understanding key requirements is crucial for selling products in the EU and Northern Ireland

product compliance

Ensure that all products sold in the EU and Northern Ireland are GPSR compliant Regulations and existing labeling and traceability requirements. Products must pass relevant safety tests, obtain necessary certification documents, and establish a complete quality management system.

Appointment of EU leaders

Appoint an EU head for goods sold in the EU and Northern Ireland. The person in charge must be a natural or legal person established in the EU, responsible for ensuring that products comply with relevant regulatory requirements, and serve as a contact person for regulatory agencies.

labeling requirements

Product labels need to include contact information for the person in charge, manufacturer and importer (if any), as well as product type, batch or serial number information. Labels must be clear and readable, with accurate and complete information to facilitate product traceability and consumer identification.

Safety information and warnings on labels and online product information should be in the language of the country of sale. This ensures that consumers can fully understand the safe use methods and potential risks of products and improve the safety of product use.
